Key Responsibilities
Strategic Planning and Organizational Leadership
The Director will:
- Lead annual strategic and operational planning.
- Align programme implementation with SOS Strategy 2030.
- Translate organizational priorities into implementation roadmaps.
- Coordinate cross-departmental planning.
- Support decentralization and area-level planning.
Programme Implementation
Responsibilities include:
- Supervising Programme Area Heads.
- Overseeing national programme implementation.
- Managing Alternative Care programmes.
- Leading Family Strengthening initiatives.
- Supporting Education and Youth Empowerment programmes.
- Coordinating Emergency Response activities.
- Monitoring programme budgets and implementation quality.
Results-Based Management (RBM) and MEAL
The successful candidate will:
- Lead Research, RBM and MEAL functions.
- Develop impact dashboards.
- Produce strategic reports.
- Ensure donor reporting compliance.
- Promote evidence-based programme improvements.
Organizational Transformation
The Director will support:
- Child care reform implementation.
- Community-based family strengthening.
- Digital transformation initiatives.
- Change management.
- Capacity building for Programme Area Managers.
Representation
The position also includes:
- Representing SOS Rwanda nationally and regionally.
- Collaborating with Government institutions.
- Working with donors and international partners.

Required Qualifications
Applicants should possess:
- Master’s Degree in International Development, Social Sciences, Public Policy, Business Administration or related field.
- Minimum 10 years of progressive programme management experience.
- At least 5 years in senior management.
- Strong leadership experience.
- Experience with Results-Based Management (RBM).
- Demonstrated strategic planning expertise.
- Experience managing multi-donor programmes.
- Excellent report writing and analytical skills.
- Strong understanding of child protection and social protection programming.
Preferred Qualifications
Candidates with the following will have an advantage:
- PMP or PRINCE2 certification.
- Experience in childcare reform.
- Experience in Alternative Care.
- Family Strengthening expertise.
- African regional experience.
- Fluency in Kinyarwanda or French.
- Experience using programme management and RBM digital tools.
